2006 年，在教育部高教司的直接领导和支持下，以清华外教中心为主、全国 13 个外教中心共同参与，开始了外文教参信息系统的搭建工作，以向全国各高校师生提供更加便捷、快速、高效的相关教学与教参信息的服务与共享。
该系统平台的功能有：
1 全国13家外教中心外文教参馆藏信息（含书目、书评、封面图等）：可查询、浏览，以及提交、发表书评，并可通过馆藏地点链接到相应馆的“馆际互借服务”页面，提交申请。
2 国内、外相关教学信息：可查询 13 个外教中心所在高校使用外国教材的课程及教参书；国外相关学科著名大学的部分课程及教参信息。
3 国内、外出版信息：提供最新出版的外国教材（含原版和影印版）的书目信息浏览、查询，并可向所在学校图书馆推荐或联系个人购买。
为方便使用，在系统的首页，可通过下拉菜单方式，进行快速检索；在最新信息栏目中可看到各中心新购教材、外文原版教材最新出版信息、国外知名大学课程信息、国内大学双语课程信息等。
